A couple

Are you using the latest drivers, directX
what are you system resources?
Have you checked your IRQs. Your AGP vid card should have it's own (11) If you add another card in the PCI slot next to the AGP slot you could be sharing resources. I always recommend keeping the slot next to the AGP slot open, unless you need all your PCI slots then you have no choice. But I would check the IRQs Nics like to use 11 and this could be your problem.

Good luck on fixing this

You should check that your motherboard drivers are up to date also. Maybe your bios settings need adjustment.

get rid of that virus of an OS,
we have the same speed cpu almost, mines a p3 866, you have a better vid card , i have a gf2 and get around 40-60 fps in large open areas and 90+ in small tight places..
you have more ram than i, tho u didnt say if it was 100mhz 133mhz or 266mhz
sd , dd or rd ram...
so far the problem really does sound user related.

u want to make sure u have the right agp drivers (update them to the latest chipset 4in1 is always good)
and your agp is set to 4x, and agp apature is 128 meg
