Actually it's not for just Victoria, it's celebrated for each Queen or King at the current time. Right now its Queen Elizabeth II of course, but they just kept the date the same no matter when the birthday of the Queen/King is since 1953. They used to change it each time a new Queen/King came in, but now just celebrate it on one day no matter when their birthday. So really the holiday is for Queen Elizabeth II whose birthday is in April.
"In 1957, Victoria Day was permanently appointed as the Queen's birthday in Canada. In the United Kingdom, the Queen's birthday is celebrated in June."
