Well now i know what to type when i kick but were do i write it? I know its in the console, but is that the typing bar that comes up when i press Y or is it in the menu?

If you are talking about gloating to the people you are playing against then it is Y but that is not the console. It is the chat key. You can assign this to any key as well as a team chat key. If this is not what you are asking please reword whatever it is you are asking

Console commands (local or RCON) are done in the console itself, by pressing the TILDE (~) key.
If you hit the ~ key and it chats, then your console is NOT enabled.
You can either CHECK THE BOX in the OPTIONS ROOM from the in-game menu, or you can add +set ui_console 1 to your shortcut command line.
