Heatercores from cars actually outperform radiators. You would do better if you use it. Just give it a quick paint job and you have a top of the line radiator.

As for the rest, I could never recommend an 'all-in-one' water cooler due to their abysmal performance. Most of the them perform worse that highend air coolers. I'm not sure what is cheap to you... but you can get a Maze4 CPU block and a Maze4 GPU block for about $30 each from Danger Den. Then you just need a good pump (Danner Mag 3 is one of the best and it's cheap), some tubing, and clamps. Probaly cost you about $80 if you use your car radiator.
