Use a program like Paintshop Pro. You can get a free eval at http://www.jasc.com/products/psp/

You can covert your tga file to anything, but most important you can then compress and resize the file.

If converting files is all you want to do you can get a better program that does it for free and doesn't demand a fee to continue use after the evaluation.

I can't remember the name of it right now and I'm at work, but I'll post the link to it when I get in tonight.

Ok, I'm home... It's called AI picture Utility. It has lots of annoying 'Register Now!' pop-ups when you save and close the program, and it will frequently prompt you to register, but it is free forever.

You can't actually edit pictures with it, besides from colour editing (Gamma, brightness, etc etc) but you can save as most file types and edit the amount of compression that you apply.

I like it (and I have the full version of PsP anyway) for simple gamma correction and saving file types. I only really Downloaded it to find one for a friend who didn't have PsP.
