select, layer, new layer, select all, stroke, and however many pixels you want to the border to be and the color and there u go

1.create a new layer, sleect all then go to edit stoke select 1 pixel, color black and select inside and click ok..create another layer and set it under the 1st one and select all , edit , stroke 2 pixel and a color of your choice and inside click ok..then on that same layer go to the little f with a circle at the bottom of the layers panel and select stoke and insert 1 pixel color black you should get something like my current
2. you can also add a 1 pixel border by selecting all going to edit , stroke 1 pixel , color of your choice, and outside thats it..
