The 16th november date still stands even though the street date has been broken. He might have 4 discs and a box and a flimsy manual but unless he can get off to that kinda thing its useless untill that date.

Nope, you have to have a net connection to authenticate the game with steam and then it unlocks, more than likely the "authentication" downloads a couple of files so the game will run.
