looks like to much of a filter job. just use the original photo, play with the hue/sat etc and you will get a much better look.

i didnt use the cutout filter for the riot police eventhow it looks like it was used. i replaced the color of the orginal picture, defined the edges, used a bunch of bluring effects and i dont remember the rest.
