It's about impersonating the rank,
In order for a recruit to be accepted into the N.E Rangers, he has to talk to an Officer, If it was K. Well's freind who normally would'nt make it into the Rangers because of his attitude would be accepted by K. Wells, their by making the Rangers not as good as they are.
