The reason for that is because they have seperate teams working on each MOH. For example: release MOH:BT, move team to another section of EA, hire brand new team to work on PA, release, then move team to another section of EA (or fire them), then hire new team to work on MOH:EA...and so on. (I know they do keep a couple of the "old guys" in there, but obviously not enough to learn from their mistakes).
That way, they can churn out new [unfinished] MOHs as fast as people'll buy them.
What happened to EAs promises of "community support", and the promise that they'd "listen to the community"... Notice now they haven't said anything while they queitly move their MOH:PA development team to churn out other games at EA.
