Companies already make the cards we use - what would be the difference?

If the ID check on the card scans to ensure that the card is actually in a database - it would be VERY hard to fool that no? Sure you could steal someones barcode - but you'd no doubt have to steal the barcode of someone who looked like you with the same features. As it is now - all someone needs to do to forge a card is simply create a working reprint of the card - no checks, no measures to ensure such a card was actually issued by any STATE AGENCY (I've seen some states cards that are just a flimsy piece of paper laminted).

If you cant see the ability to curb identity theft, and fraud (especially against small businesses) - then you're really thinking too narrowly.

Then he needs to file a criminal complaint against whichever agency was holding him. As it is - I SINCERELY doubt your story - no offense.
