The Rangers did that for the past 5 years. Didn't work until now. Throwing players together doesn't usually work.

You're exactly right. It is because of cash. And now with the new CBA in place and salary cap, Winnipeg would be able to compete, and thus would make money.
Look at all the Canadian teams now. Their all in playoff positions. I would be willing to bet that every regular season game in all the canadian cities have been sold out thus far. It wouldn't be any different in Winnipeg, or Quebec City for that matter.
The NHL has a platform whereby teams can exist in smaller markets. Remember in 03/04? Where were all the players? NY, Detroit, Toronto etc. All those cities could afford big name players.
What happens with the new CBA? Pronger goes to Edmonton, Iginla resigns in Calgary, heck, even Columbus picked up federov, which has been a total waste of money, but it still proves the point that smaller markets can now survive as well.
