could some1 make a tank commander outfit with my player name on the back and on the front it should say DxR? I already did 1 but if i go ingame in a server then it wont show up.

How do i make that everyone (clan members) have got their own skin applyed?

You need for your clan's admin to include your skin on the server and all your clan mates have to have the skin on their computers.
