you will eventually get a mission where you have to fly his remote control plane
tip: make sure you can fly the big planes flawlessly, first. otherwise it will be really difficult if you're not use to it.

well I havent played it in such a long. but I know that you have to get your flying license or some shit. |

Don't even need a liscense. Just get a car and park it next to the fence around an airport.
Then get out of the car, and jump ontop of it to get over the fence.

Just get in a Hydra or something, then fly over to the other cities that are restricted and if you kill 50 of the enemy jets that try to shoot you down then all of your stats are maxed and you unlock Tupac, which will ride with you like a true home dog. Oh yeah, I almost forgot, he's invincible too, so it really helps on some of the last missions when you'll really need the help.
