This shows up every single time I log into Windows.
Nortons website said to disable System Restore, which I tried to do but it said it couldn't be disabled because of some service error. I then tried to disable it through services.msc but it didn't show up. Right now I'm thinking whatever is trying to put this shit on my PC is probably in there or hooked onto something but I can't figure out how to go about doing this.

Have you tried to disable System Restore when in safe mode? Also, uninstall Norton and install the trial version of either Kaspersky or NOD32 and see if they can shift that shit.
safe mode might work.
Try using run > msconfig and start up. restart the do start > control panel > administrative tools > services. find the system restore stop it and then set it to manual. wait a few minutes, then stop norton services and delete those files. Turn things back on and you should now try to run the system restore manually and create a restore point manually
