It really isn't that hard to see that, despite being undefeated, Utah and Boise State had no business being in the national championship in 2004.

As for your comments that the same teams are good every year, that has already been debunked, but there is some degree of truth to it. Despite sucking this year, Miami and Florida State WILL be dominant again, just as Oklahoma had their down period during the 90's [speaking of OU, I'd love to know why you guys think a 1 loss Oklahoma team sucks (fuck Oregon)] and Miami had their first during the mid 90s.

the biggest factor would be streanth of schedule. If you play the good teams it puts you near the top, if you schedule pansy teams you are near the bottom where you belong. As far as teams being good year in and out that is true. There are about a dozen teams that always have good teams but there are reasons for that. When you prove yourself to be one of the best teams year in and year out you get on national TV more. That in turn helps recruting, the talented kids want to be on TV each week because that will help them get into the NFL so the best teams always get the best recruits which in turn makes them one of the best teams again
