my IP changes all the time (dial-up) and lots of people have dynamic IPs
its pretty much impossible to get rid of someone completely
can you even ban an IP through PHP?

mines randomly changed a few times at my dads (cable) also, if you call tech support theyll do it for you usually (thats the easiest way)
