It's just the ulemmas highjacking the religion and using it to establish political control. The people are subject to the interpretations made by their religious leaders...if the corrupt or zealous leaders weren't there than shari'a wouldn't be as prevalent. Just look at Indonesia. It has the highest number of Muslim inhabitants of any country in the world yet it has the most relaxed shari'a law because they don't let leaders like that get their way.
