As far as what you say about WW2 Online, it is a fun game, I play and I like it, but it still needs work.
And a game quits being a beta version, when it goes retail. It doesn't matter if it still looks like it is a beta version of a game, or not. You can have beta testing, continue after release, but that is for updates/new releases, but the game can no longer be judged as a beta, if it has gone retail.
It is true that WW2 Online, like most online multiplayer games, is constantly being added to, and maybe this is what you are referring to. However, this does not make it a beta, as that would mean the creators of the game could always say, "Well the game isn't perfect because we are always adding to it." This would be a cop-out, as an update should help more than it hurts.
WW2 Online is a great concept, and a mediocre game at this point. It will get better, and if it is financially viable, it will become an amazing game. Right now, however, it promises more than it delivers.
I do like the game, though.
