Having problems with Rate of Fire -

I'm trying to create a realistic weapons mod, but it seems that there is a glitch somewhere.
The PPSH fired at roughly 900rpm
A Firedelay of .050 creates a ROF of approximately 765rpm(timed with a stopwatch)
A Firedelay of .049 creates a ROF of approximately 1200rpm(again, timed with the stopwatch)
It seems that the ROF is 'triggered' rathar than time edited. Can anyone shed some light on this for me?
