If you have a gmail account you just go to goole.com and click in the top right where it says Personalized Google or whatever. Then you add stuff by the "Add Content" on the top left and you can arrange it however you want.

I used it when it first came out. MSN have one too: http://www.start.com (probably works best using IE.)
