Does sv_allowdownload EVEN WORK?!

I have the sv_allowdown set to 1 in my server.cfg file but clients don't seem to be able to download any new maps I'm usin'.
Does any1 know why? cry:

Yea dood, they cant downloads new maps. Its like for lil mods done for the map. Like in crossroads, the new mods in there and stuff, not whole maps

No, like in crossroads where the truck is on fire sometimes and i think the algiers mods

I have no clue........but ive been ina few servers that have it. All it does it take up fps tho
