The 'lag' you are refering to is caused by your low frame rate. Either you have a low end system, or your graphic settings are set to the max. Adjust them as you see fit.

In open areas(i.e ouside), the r_speeds get high, which increases your frames per second (fps). If you type 'fps 1' in console, you'll see as you lag, the number drops.

This may not be regular lag, as in network latency. It may lag within your own machie - could be your graphics memory or RAM is having problems with the outdoor environments.

Yes, there is something you can do.

Go and buy this computer at http://www.dell.com/us/en/gen/produc..._precn_530.htm .

You will have no trouble anymore...

Maybe you already have a decent video card and do not need to rush out and purchase a new one. First try adjusting your video/advanced settings. If you are unsure on how to adjust things to suit your needs, there is a 'tweaking' guide which can be found here:
http://www.alliedassault.com/community/guides/manny/

And 'how easy' a video card is to install depends on you. If you have experience installing hardware to your computer, a video card should pose no real problem. If you're looking into buying a new one, I suggest looking here for some great prices:
