I just got this game 2 days ago and have learned of some of the great mods these people are making. Is there a specific language used in mods? How can I access them and create my own? Is there some kind of reference for mod creation?

I've learned a little of C++ but not OpenGL. Is OpenGL hard to learn.

Yes openGL sucks because it involves of studing. I picked c++ up fast after a 1 week class. I suggest to start out making some skins and messing with the tik files.

I started learning some openGL stuff after doing a subject on computer graphics during my degree. We used C and a fairly primitive graphics library called vogle for the programming tasks. openGL is a lot easier to use than vogle was, and I believe the semester after i did the subject, they started using openGL. provided you can understand the theory behind how things are done, you shouldn't have too much trouble learning openGL.
