By that logic, why do we have murder? Why do we have abortion? Why do we have crime? Etc. etc. Once you build up first world countries as some infallable machine, it makes it that much more easier to be "stunned" when situations like this occur. Personally - I'm going to go out on a limb and say incidents like this ARENT indicative of the norm.

As for the 911-Dispatchers, the first one probably had the right of it. What could they do? Send a ambulance TO a hospital? At that point it IS out of their hands, and in the hands of the hospital to do something. The second fella, while still right to a point, was just a dick.
